Why is collision repair still running on email and spreadsheets?

I run a collision repair shop, and one thing that still blows my mind is how much of our industry operates on buried email threads, hard copy folders, and disconnected systems.
Insurance communication lives in inboxes. Supplements get tracked in separate tools. Production updates sit on whiteboards or spreadsheets.
For an industry moving billions of dollars every year, the operational infrastructure feels stuck in the past.

Why do you think some industries resist operational modernization for so long?
Is it legacy systems? Culture? Cost? Complexity?
