Who has the duty of care for my privacy?

Telcos aren t doing much or are charging for protection (scams are still billable usage), 3rd party apps want all my call records (isn t that a privacy invasion as well?) and for most mobile device manufacturers (although having the crowdsourced knowledge about scams) software isn t their cup of tea.
