@michaelgreen previously, i have made a similar project called roastgithub (it was my original idea, but someone else already submitted it on producthunt so i made something else), so in the case of roastgithub i use paid gemini AI and it doesn't often happen limit but you have to pay very expensive, in one day you can get billed 100$.
for the free version you can trick it by creating several different api keys and randomize them when using them, so the quota can be evenly distributed to avoid limit on one api key.
