There is little to no character development and there isn't much in terms of exploration. Where the game really stands out is the world-building. Shotgun toting elves, orc deckers, human shamans operate in the shadows of a lived-in world run by ruthless corporations. At its core, it is an interesting story and a satisfyingly complete tactical cRPG experience.
