It can work. Because of Google brand. I see it as useful. But it has many ways of misuse too. Ultimately its the users who will decide what it becomes.
I have done a similar app with the intention of bringing only friends together over activities. Socialeyes. We pivoted from being an "everyone" app to "friends only app". You might wanna follow a similar track. Good luck.
