Oh jeez. Having used Jira at a bunch of places, I think it's just an obtuse and monolithic monstrosity. The fact that a tool is billed as making it usable is a sign they just need to simplify the thing. Yes, probably how it was set up, it's enough rope to hang yourself, etc but in my experience it's too much rope.
