Why Saas founders do not take referral/affiliates channel as serious groeth engine?

Partner-driven revenue has zero upfront CAC, higher LTV, and closes faster than any paid channel. So why is it still the last thing on a SaaS founder's roadmap? Very curious to be honest the perception on it.
