At the moment, the refresh is every 12 hours, and once found within the most updated cycle, any programmed flow would trigger.

Today, signals are surfaced at the individual author level, but account-level aggregation is something we're actively designing, exactly the scenario you described ("multiple people at one company posting about the same topic in a given window"). It's a much stronger buying signal and pairs naturally with ABM workflows. Would love to keep you posted when it ships.
